Establishes and manages data access and support practices for a specific database technology. Applies advanced consulting skills and/or extensive technical expertise; full industry knowledge. Develops innovative solutions to complex problems. Works without considerable direction; mentors and may supervise team members. Bachelor’s degree and 5+ years directly related experience or Master’s degree and 3+ years directly related experience. Years of experience may be accepted in lieu of degree for certain roles. Certifications may be accepted in lieu of a degree for certain technical roles.

• Experience with maintaining Database by establishing new users and through the verification and validation of data
• Experience supporting users in day-to-day activities, to include training, permissions, and new user set-up
• Experience preparing both new & existing users by conducting training & brown bag sessions and by providing information on Database changes and enhancements
• Experience with understanding the user process for interfacing with the Database and can work with the users to address issues
• Experience with Data Quality Management (DQM) through data entry reviews by compiling and organizing data; establishing priorities; and working to resolve incomplete and unclear data with the users
• Experience supporting the organization mission by establishing DQM rules based on business goals and requirements, resulting in clean and accurate Database reports using data calls
• Experience documenting and maintaining Database user guides and control tips, keeping the documentation up to speed with changes made in Database releases
• Experience troubleshooting data submission errors and data error issues, documenting the necessary steps to fix the error as well as how to address or avoid recurrence
• TS/SCI clearance with a polygraph

Ability to…
• Utilize data analysis queries, identify data errors and inconsistencies, and coordinate data calls to help identify & rectify specific data issues for the users to focus on
• Formulate, implement, and enforce proper data collection policies and procedures, establishing data quality standards & working with users to ensure standards are met
• Actively inform the Database Team aware of any user concerns or issues requiring immediate action
• Establish Database accesses & permissions, set up new Research Efforts, and manage 100 valid value menus & the associated menu options
• Perform and document processes for data review & validation as part of the Effort Closeout process for reviewing & validating historical data in the Database
• Contribute to team effort by accomplishing related results as needed
• Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies
• Maintain client confidence and protect operations by keeping information confidential
• Maintain quality service by establishing and enforcing organization standards

Additional Qualifications:

• Knowledge or understanding of terminology related to Federal Government Acquisitions
• Knowledge or understanding of terminology related to Federal Government Budget & Finance
• Working with Users on ad-hoc query requests submitted to the Database Team
• Documenting any repeated requests and identifying potential opportunities for new reports or data export needs
• Maintaining & utilizing raw data in the Back-End Database to create queries & research data inquiries
• Data migration activities related to releases if required.
