Meet our Leadership

Phil Hubbell
CEO
Phil Hubbell is from southwest Ohio. He learned Leadership at a young age, which was demonstrated when he was named Captain of his high school football team. After high school, Phil honorably served in the United States Air Force and was a part of Desert Storm. Phil ventured off from Ohio to live in Fort Meade while in the military, where he enjoyed club football and intensive military training. During operational training, Phil was injured and received his Service-Disabled Veteran status.
After the military, Phil went back to Ohio and started his career in business and has started and operated several businesses from the ground up. He started his first business with just two men, a bucket, and a shovel inside AK Steel in Middletown, Ohio. He worked eighteen-hour days for several years to successfully build his industrial cleaning business to over 150 employees working all over the Midwest and East coast. During this period, he also opened and operated several other successful businesses. He is a perfect example of how hard work can achieve the American Dream.
Never forgetting where he came from and how he got there, Phil devoted his life to philanthropy and helping others. He sits on the Board of Directors for U-Turn Ministries and Doxa Wells. Phil was one of the initial founders of U-Turn. U-Turn has successfully shared their ministry to over 3.5 million people, built dozens of churches, schools, and helped shelter thousands in Malawi, Mozambique, and Zambia, Africa. Understanding the water crisis in Africa, Phil got involved with Doxa Wells and is working hard to provide quality water solutions throughout southwest Africa.
Phil has been CEO/Co-Founder of Crimson Phoenix since 2018. Phil is a dedicated Patriot and cannot be more excited about bringing his expertise and passion to the Defense industry while assisting in keeping our country safe with Crimson Phoenix. Phil firmly believes all his past experiences have led him to starting and growing Crimson Phoenix. He is excited to share his passion and dedication for people with his employees.

Tyler Crockett
Director of Delivery
Tyler Crockett grew up in Southwest Ohio, where he worked for Phil Hubbell, and looked to him for career guidance and mentorship. Tyler graduated from the University of Cincinnati with a Degree in History Education. He was the captain of his high school football team and began coaching football upon graduating high school. In 2011, Tyler joined the federal contracting industry and began working at Salient Federal Solutions, where he quickly rose to a leadership position within the company. In 2013, he joined TPGS. Tyler was the 3rd employee to join the company and helped grow the company from 1 employee in 2013 to 100 when he left in 2016. Tyler and Phil Hubbell spoke off and on since 2014 about starting a Defense Contracting company. The stars finally aligned, and Tyler was excited to partner back up with Brad Becker and Phil Hubbell to start Crimson Phoenix in 2018. We all share the same goal of putting people first to create a world class company.

Brad Becker
Senior Officer
Brad, Tyler Crockett, and Phil Hubbell worked to co-found Crimson Phoenix in 2019. Since 2011, Brad has supported the Intelligence Community, Federal Civilian Sector, and Department of Defense. Brad grew up in Howard County, MD, where he learned the importance of hard work by operating construction for his father. This humble beginning allowed him to shape his engrained habits of persistence and gratitude.
Brad, alongside his best friend, Tyler Crockett, worked for several small businesses as essential employees, contributing to their rapid growth and expanding revenue. At TPGS, Brad was a ground-level employee who helped grow the company to over 150 employees in five short years. He is equipped with a wealth of remarkable skills to include recruiting, contractual expertise, security provisions, and exceptional customer satisfaction standards. Throughout his many roles, he worked to capture, recruit, and manage many high-end professional services to include training, enterprise IT, data science, budget/analytics support, and functional advisor roles.
Brad believes in developing an employee-centric model where employees are the building blocks of their organization. One of his favorite books is The Ideal Team Player by Patrick Lencioni, which focuses on hiring and building an organization around the following traits: hungry, humble, and smart. Through this, Crimson Phoenix has multiplied success rates by empowering many, resulting in exponential growth.
Lastly, Brad graduated from Radford University with a Bachelor of Business Administration and a focus in Entrepreneurship. In his spare time, Brad enjoys going hiking, golfing, and working on home projects. Additionally, he actively works with Christian Missionary Organizations to support their programs and spread the gospel worldwide.

Gerald Walker
Vice President of PMO
Gerald Walker has been a part of the Crimson Phoenix Family since its inception. Gerald is originally from Biloxi Mississippi and has over 22 years of Army and Government experience. He has also been a fixture with multiple agencies in developing leadership and training requirements, such as DIA, ODNI, FEMA and DHS. Gerald is also our lead PMO representative and our first line of communication for support and field assistance with all of our employees.
Gerald graduated from Jackson State University and holds a Bachelor of Arts degree in Criminal Justice. When not at work, Gerald can be found spending time with his two sons, reading, or working out at the gym.

Nicole Schwab
Director of PMO
Nicole began working with Crimson Phoenix after being a federal employee with the Federal Bureau of Investigation for 5 years, and she’s glad she made the jump! After working with Crimson for several years, Nicole helped to expand the Program Management Office to where it is today, and is excited to continue to grow the company.
Nicole comes from a strong communications background, starting in the FBI Washington Field Office’s intake center, where she was liable for taking complaint and report calls from the public. Afterwards, she worked in Public Affairs, where she had daily communication with reporters, held press conferences, wrote press releases, created wanted or missing posters, pitched positive news stories, conducted on-camera interviews, and managed the office’s Twitter account. Nicole spent her final year in the FBI as a Communications Specialist in the Weapons of Mass Destruction Directorate, where she implemented a communication strategy for the Directorate and worked with the Office of Public Affairs to develop internal positive news stories.
Nicole graduated from James Madison University (Go Dukes!) in 2013 and holds a Bachelor of Arts degree in Justice Studies. When she’s not working, you can find her singing karaoke, going to the gym, taking her two dogs on walks, or going to wineries with friends.

Matthew A. Norbeck
Program Manager
Matt Norbeck joined Crimson Phoenix in July 2020 and works as a Senior Instructional Systems Designer (ISD). He also retired from the United States Army, where he served as an Intelligence Analyst.
Prior to joining Crimson Phoenix, Matt worked as an Instructor/Facilitor for TPGS with the Office for the Director of National Intelligence (ODNI) teaching the Understanding the Intelligence Community course. Also with TPGS, Matt worked as an ISD for the Defense Intelligence Agency; developing and designing e-learning courses for the agency. Matt also traveled around the world instructing civilian and military personnel on Intelligence Reconnaissance and Surveillance (ISR) operations for the Army G2 and the DoD ISR Task Force in Afghanistan.
Matt received his BS in Technology and Resource Management and lives in Virginia where he spends a lot of his time at the gym or the local park with his dog Cooper.

Maniraj Jayadevan
Program Manager
Mani Jayadevan completed his bachelor’s degree in Computer Science and Engineering from Madurai Kamaraj University, India. He has experience working in different roles such as software developer, solution architect, technical project manager, and enterprise architect. For the last 30 years, he has worked with Fortune 500 companies and helped corporate and government clients. Mani is a member of the advisory board of Robotics For Youth (RFY), a Virginia state nonprofit organization cofounded by his older son. RFY teaches and trains kids in STEM and promotes STEM education for girls. At RFY, Mani participates in STEM volunteer activities with his wife and kids. Mani has been married to his beautiful wife Gina for the last 21 years and has 2 sons. In their free time, Mani and his family like to travel and go camping.

Scott Kerr
Program Manager
Scott Kerr joined Crimson Phoenix in September 2019 and works as a senior web designer/developer and graphic artist. He is a proud graduate of the McIntire School of Commerce at the University of Virginia, where he received a B.S. in Commerce.
Prior to joining Crimson Phoenix, Scott worked at SiriusXM, building and managing web content for the company’s newly launched connected devices initiative. Before that, he worked in technology consulting for various clients, including government agencies such as GSA and DOD, and private industry such as Comcast. He has experience in business analysis, UI/UX design, web design and development; as well as graphic design and leading teams of designers.
Scott grew up in rural western Virginia. Outside of work, he is an officer and board member of the Herndon Regional Wind Ensemble, where he is also the principal clarinetist. Scott can often be found drawing, watching the Nationals and Capitals, or career mentoring UVA graduates.

Spencer Brooks
Program Manager
Spencer Brooks has been with Crimson Phoenix since May of 2022. He is a project manager for the Defense Health Agency (DHA) program Interoperable Medical Automated Systems (iMAS). Spencer served in the Army Reserves for 9 years as a line medic and critical care flight paramedic. In addition to his medical experience, Spencer has a Bachelor of Science in Computer Information Sciences from Salisbury University. He has worked a variety of software and IT positions over the last 10 years to include web developer, system engineer, and IT Project Manager. Prior to coming to Crimson Phoenix, Spencer spent the previous 5 years directly supporting the Army’s Medical Handsfree Unified Broadcast (MEDHUB) program. He helped design and managed the development of a system that leverages DoD tactical networks to automatically forward critical patient information from the Point of Injury as well as Army ground and air ambulances to the receiving treatment facilities. This early warning and tracking system enables providers to better prepare for inbound patients, and during situations where seconds save lives, this can be the difference between life and death for our heroic servicemen and service women.
The iACT project that Spencer is currently managing is developing computer vision deep learning models for the automated detection of injuries and treatments provided to battlefield casualties. The automation of this process reduces provider burden to free them up to focus on patient care. This data can also be forwarded across the tactical networks for informing battlefield commanders in real-time of casualty and treatment facility statuses across an Area of Operation.
Outside of work, Spencer is married and enjoys spending time with his wife and young baby boy. They live close to Summit Point Motorsports Park in West Virginia and can often be found racing cars there. Spencer is incredibly grateful for the friends, family, and Crimson Phoenix community that the Lord has blessed him with.

David Medinets
Technical Program Manager
David Medinets has 30+ years of software experience. In 1999, he supported one of the world’s largest clusters that handled Toysrus.com massive Holiday shopping sessions. David’s wide-ranging experience includes big data applications at major Law Enforcement organizations, web application development and support for DIA, and Data Science support for several interesting projects such as Pattern of life analysis of network traffic. Recently, David has focused on Kubernetes, knowing that it heralds a sea change in the industry. David joined Crimson Phoenix in 2019 and quickly became a leader in the company. David has devoted extra time to creating White Papers, writing proposals, and technical roadmaps for the company. David Medinets will eventually help Crimson Phoenix stand up its Research and Development Division.
SPY program
Crimson Phoenix is pleased to introduce our Soaring Phoenix Youth (SPY) program. This program is intended for college students who are looking to start their career in the intelligence contracting world. Applicants (mentees) will receive a mentor based on their program interest. The mentors will work with the applicants to schedule a time/date that works best for them and will curate a program that will provide mentees with the skills/knowledge they need to secure a job upon graduating.
